Diplomatic Missions and Consular Posts may issue Consular Passports to Paraguayan nationals residing abroad, pursuant to Resolution No. 924 dated September 3, 2013.

As expressly recommended by the International Civil Aviation Organization (ICAO), the Contracting States (Paraguay) will proceed to issue passports for each applicant, individually, regardless of age. As of April 1, 2010, minors may not be included in the passports of their parents.

The Department of Identifications of the National Police is the competent institution to issue identity cards of persons, therefore the Diplomatic Missions and Consular Offices are not authorized to include the married name in the consular passports. The applicant is responsible for making the corresponding arrangements with the Department of Identifications of the National Police in case he/she wishes to include the married name in his/her name. This procedure must be done prior to the application for the consular passport requesting the inclusion of the married name.

American passports are issued to U.S. citizens for travel outside the United States. They are issued exclusively by the Department of State. There are two passport formats: booklet and passport card[1].

The U.S. passport proves the bearer’s nationality and, consequently, his or her right to assistance from U.S. consular personnel abroad and his or her right to return to the United States, if necessary. In the event that a citizen does not have a passport (e.g., it was stolen), and can prove his U.S. nationality by other means (e.g., by providing information about himself), he will be entitled to consular assistance as a citizen or to enter the United States as a citizen, despite the lack of a passport.
